The project started in the middle of 1995 in respond to the government policy to promote power generation by private sector under the Electricity Generating Authority of Thailand (EGAT)'s Small Power Producers (SPP) program. The SPP program is a power purchasing program set by the National Energy Policy Council or NEPC (through the National Energy Policy Office, or NEPO) and EGAT to promote a power generation from renewable fuel, or from cogeneration facility of the private sector. The program allowed private sector who meets the SPP requirements (used renewable fuel or be a cogeneration facility that utilize the thermal usage other than power generation at least 10% and have a minimum efficiency of at least 45%) to sell the electricity to EGAT up to 90 MW.
